Firstly, often the contractor you called simply doesn't have time to do all the quotes they get asked to do. This lack of time might be due to under-resourcing, or simply lack of organisation. When work is drying up and they do have time, nobody seems to call.
No offence, but they don’t know you. You might sound like the friendliest person in the world (which helps), but are you serious about getting the work done, or have you sourced nine quotes already and are trying to find a 10th improbably cheaper one?
If they do come out, what do they do if you have a complex problem? It may need some investigation and problem solving, or it may need a strategic approach that is hard to quantify. They may need to pull things apart to understand what’s happening, and look at it as a waste of time. They may have stood there and scratched their head and then left, never to be heard from again. They have no way to know what’s involved in the job and you really seem to need that quote.
Sometimes there are inherent design flaws or defects that are hard to find. The problem may also involve complex systems with a lot of parts that have been added to over time. It takes time to understand what is happening, and they only have half an hour. There’s someone else waiting up the road.
The repair or service may also need more than one type of contractor, for example a roofer, a plumber and a window installer. The contractor may also be unsure it’s worth their time if they think they can do a part of it, but they’re not in the business of coordinating tradies — let alone pricing things.
It may just be too big and too hard, and it’s been a long week and they just don’t know where to start.
Safe access may also be an issue. Sometimes it takes time to set up. You may need to do physical work to understand the problem. You may need to dig things up; to get your hands dirty.
